Overview

  • Nodal Ministry: Ministry of Electronics and Information Technology (MeitY).
  • Total Outlay: ₹76,000 crore (~$10 billion).
  • Objective: To build a vibrant semiconductor and display design ecosystem, positioning India as a global hub for electronics manufacturing and design.

Strategic Significance

  • Supply Chain Resilience: Minimizes vulnerability to global supply chain disruptions (e.g., shortages experienced during COVID-19).
  • National Security: Secures critical infrastructure, defense systems, and telecommunications from hardware-level vulnerabilities and cyber threats.
  • Import Substitution: Reduces heavy reliance on semiconductor imports, primarily from Taiwan, China, and South Korea.

Key Decisions and Agreements

  • Transitioning Away from Fossil Fuels:
    • Landmark agreement to transition away from fossil fuels in energy systems in a "just, orderly, and equitable manner."
    • Accelerating action in this critical decade to achieve net-zero emissions by 2050.
  • Loss and Damage Fund (LDF):
    • Officially operationalized on Day 1 of the summit to assist vulnerable developing nations facing severe impacts of climate change.
    • Initial Pledges: Over $700 million committed by various nations (including UAE, Germany, Italy, and France).
    • Host: Managed temporarily by the World Bank for an interim period of 4 years.
  • Global Targets for 2030:
    • Renewable Energy: Tripling global renewable energy capacity to at least 11,000 GW.
    • Energy Efficiency: Doubling the global average annual rate of energy efficiency improvements from ~2% to over 4%.
  • Declaration on Climate and Health:
    • Signed by over 120 countries to address the growing health impacts of climate change (e.g., extreme heat, infectious diseases).

Key Challenges & Concerns

  • Financial Gaps: Lack of legally binding commitments or clear pathways for mobilising the trillions of dollars needed for developing nations to transition.
  • Abatement Technologies Clause: Criticism over loopholes regarding "abatement and removal technologies" (like Carbon Capture and Storage), which critics argue may prolong the use of fossil fuels.
